The EU Accession Treaty Is Already Being Drafted: What It Means for Property Prices on Montenegro's Coast

For years, "Montenegro will join the EU" sounded like a promise without a date. That changed this month. At the EU–Western Balkans Summit held in Tivat in June 2026, it was confirmed that Montenegro's Accession Treaty is already being drafted — the legal document that turns a candidate into a member state. Fourteen negotiating chapters are provisionally closed, with up to four more expected by the end of the summer. The government's target remains unchanged: close all chapters by the end of 2026 and become the EU's 28th member in 2028. For property buyers, this is no longer a geopolitical curiosity.
