Developers are taking apartments off the market, and the signals are coming from buyers themselves. That, according to the head of Montenegro's association of real estate agencies, is what part of the new-build market looks like right now. Here is what was actually said, what we don't know yet, and what a buyer can sensibly do.
What was said
On 27 October 2026, Stefan Mišković, president of the Association of Real Estate Agencies of Montenegro (Udruženje agencija za promet nekretnina), was asked by the daily Dan whether agents had seen new-build apartments being withdrawn from the market after the "Euro model" programme was announced. He said yes.
According to him, the information came "from the field": from clients and buyers looking for apartments. Agents learned that a number of developers had fully or partly withdrawn their supply from the market. Mišković said these developers expect a significant rise in prices after the economic reforms announced for January 2027.

What is the "Euro model"?
It is a government economic programme scheduled to take effect in January 2027. Mišković links it to higher minimum wages and believes this will feed into the general price level. That is his view as a market representative. ADRIOM does not forecast prices or promise returns.
What we don't know yet
There are no official figures on how many apartments have been withdrawn or in which towns. This is information from market participants, not from a register or a government decision. The sources do not mention any ban on sales or any halt to accepting applications. Mišković also noted that less was built in 2025: after amendments to the Law on Legalisation, no building permits were issued for several months.
What it means for buyers
In practice, the choice in some new projects may be narrower than the listings suggest. Some apartments you have seen online may no longer be available, or no longer at the advertised price. So it is calmer to find out early what is genuinely for sale and to check the documents straight away.
What you can do now
- Look at current options. Ask the agent or developer what is for sale today rather than relying on old listings. Our current portfolio in Bar and along the coast: adriom.me/listings.
- Check the building permit. Ask for the permit and the project, and check that the floors and number of units match what you are being sold.
- Check who owns the land. The cadastre extract (List nepokretnosti) shows the plot owner and any mortgages or other encumbrances.
- Read the preliminary contract. Unit number and size, price, payment schedule, finishes and exit terms should be in writing, not promised verbally.
- Pay by bank transfer only. Cash payments above €10,000 are prohibited by law in Montenegro.
We recommend having the documents checked by an independent lawyer licensed in Montenegro.
