Visas for Russia, Turkey and Azerbaijan — what it means for your property in Montenegro

Montenegro is heading into a major shift in its tourism structure. In 2025, Russian visitors alone generated more than 2.4 million overnight stays — 16.4% of all foreign tourist nights, with almost 204,000 visitors from Russia. Together with Turkey, Azerbaijan and Belarus, these four markets accounted for over 3.2 million nights.

The introduction of a visa regime for citizens of Russia, Turkey and Azerbaijan will inevitably shrink this flow. Tourism economists in Montenegro (Faculty of Business and Tourism, Budva) have long warned that the country never built strong enough alternative markets to absorb the loss of its traditional guests.

What does this mean in practice?

Tourism and real estate in Montenegro are closely linked — a drop in tourist arrivals is felt first in short-term rental yields, then eventually in new-build pricing along the coast. But there is another side to this story.

Owning property is not the same as visiting as a tourist

A visa is required for a tourist. It is not required for a property owner in Montenegro. Buying real estate opens the path to a temporary residence permit (Boravak) for you and your family — independent of however the visa regime for ordinary tourists develops.

While the market debates future restrictions, property owners already have a solution in hand: a stable legal status in the country, an asset priced in euros regardless of third-country policy shifts, and a property that works for you — for living, for rental income, or as capital.

Our advice: the window to enter the market at today's prices narrows as the regulatory environment tightens. It is smarter to act now, with a clean legal structure behind the deal, than to wait for the market to settle the question for you.

Want to work through your own situation — which property gets you a residence permit, and which preserves liquidity under any scenario? At ADRIOM we know this market from the inside and we'll run the numbers with you.
